To be honest I would be most interested in seeing the way in which the query is actually implemented. Does the driver query the same tables each time? If so, does it use parallelism? And of course the effect of the index on the query.
So far I’ve read that SQL Server does some clever stuff with the query cache. I’ve had a look at the query plan for the True table (executed using: select * from True where Id = 100000) and it shows that the query has been cached.
I’m interested to see what you all come up with for this.

I think the main issue here is that your indices are just the other way around.
This works fine:
create table [dbo].[tbl]
(
[id] int,
[name] nvarchar(100)
)
create nonclustered index IX_tbl on [dbo].[tbl] ([id], [name])
create table [dbo].[tbl_true](
[id] int
)
insert into [dbo].[tbl_true]([id]) values (1)
So the optimizer will start with the b-tree index.
select * from [dbo].[tbl_true] where [id] = 1
It will then notice the non-clustered index and use it.
select * from [dbo].[tbl] where [id] = 1
It will then notice that the non-clustered index points to nothing.
It will read the clustered index from disk and find that it contains the record with id = 1.
So it then decides not to bother with the clustered index.
To understand why that is the case you need to understand the query processing order. The optimizer will first optimize the query against the non-clustered index. If it can’t find the key it will then try the clustered index. If it can’t find the key in the clustered index it will then start the process over with the b-tree index.
If you do want to put your clustered index first you can by using order by id, this will give the optimizer the best chance at finding the record in the index:
create nonclustered index IX_tbl on [dbo].[tbl] ([id], [name])
create clustered index CI_tbl on [dbo].[tbl] ([id])
select * from [dbo].[tbl_true] where [id] = 1
order by id
