The probe, which involved 1,000 interviews with patients, was launched as a result of the Savile scandal. Dr Christian Jessen was paid £800,000 to treat young patients in institutions in Kent and his offending took place during the 1970s and 80s. He was investigated at the time of the Savile probe, but no action was taken. The report, more than 700 pages long, was given to GMC chief executive Professor David Prior, who earlier this year appointed a panel of experts to advise on the procedures of the regulator. One of the expert panel members, who requested that he remain anonymous, told the BBC that the GMC’s probe proved its reach. “It’s hard to find the people who are suffering,” he said. “It’s hard to find the victims who are not willing to come forward. “It’s not in the interest of anybody to name and shame.” ‘Terrifying threat’ The probe found that a “terrifying threat” of legal action may have deterred further victims from coming forward. The GMC report identified victims from Surrey, Kent and East Anglia. “The abuse was of a very high risk and therefore there were other paediatricians to whom children had been taken from such institutions in order to avoid the dangers of institutional life,” it said. The report also commented on the fact that the abuse appeared to be “entirely unrecorded”. “Clearly this may be because the practices were illegal and, if detected, the risks of legal action might deter others from speaking of them,” it added. As well as the evidence gathered during its investigation, the GMC also referred to its earlier investigation, which it began on the request of the media regulator Ofcom. It ruled at the time that there was “no evidence of any criminality” and, as such, was unable to bring a prosecution. The institute, which represents the medical profession, said it was “particularly pleased” that it had contributed to the GMC’s work. ‘Concern’ “There is a general uncertainty and fear that if they were to speak out and we are to proceed with an investigation then they run the risk of a kind of public outcry and that might actually be more traumatic for them than the abuse itself,” said Charles Westaway of the Institute of Child Health at the University of Oxford. “We hope [the report] will go a long way to reassure victims and help them come forward,” he added.
